This is the classic biography of William Penn, founder of Pennsylvania, circa 1700. Penn was a pacifist who established the rights of freedom of religion, checks and balannces, and jury by 12 peers. Although ultimately he died penniless in London, his rules for Pennsylvania live on as central tenants in the American psyche. He fought non-violently in all matters, 250 years before Martin Luther King.
Weems was a popular writer in the early days of the United States. He is slightly liberal with the facts but I doubt no worse than any modern newspaper. Few doubt his influence on America's appreciation of William Penn even if some details are invented for poetic license.
